Historical Naval Production (w/ Lower Fuel Consumption)

Description
**UPDATED: 4/8/22**

This is the updated mod of "Historical Naval Production" https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=2618895984

Because of the great amount of players that felt that increased ship production was crippled due to the increased fuel demand, I have updated the original mod to now half all navy fuel usage to account for the doubling of ship production. This modifier ONLY applies to ships and does not affect any other area or overall fuel production. I feel this small change helps preserve realism and balance.

This update only adds one extra line of code to the original and should be compatible with any mod that does not touch the naval production or navy fuel usage modifiers.

Furthermore, I have removed the RT56 dependency the original mod had because it was unnecessary and I suspect it was causing missing mod issues for other players.

Thank you all for your continuing support!

@Blackadder Alternatively, if you can find a way to adjust mod loading order and put my mod above KR, that should also fix it.

@Blackadder That most likely means that KR is editing the same defines values as my mod and throws a conflict. Realistic Carrier Overstacking probably worked fine because that define value is extremely rare to be edited by any mod. In most games a mod load order would fix our problem here, but hoi4 does not have a simple way to do this that works 100% of the time. The only real way to have compatibility would be to go directly into the KR mod and edit the defines file to not touch the values this mod is editing.
