Added better Low density models

Added Garbage Hull for small waste.

I have problem that I cannot load any packad wehicle into Steam Hull (exactly I cannot do it with this one https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=2730668975&searchtext=track+builder it should fit weight)

Love these little things, they're really great for an early start.

Looking forward to oil tanks, bus and concrete mixer so I can push my 1918 start back to a 1908 start.
