Project 23550 patrol ship "Arctic"

Description
Project 23550 "Arctic"
is a patrol ship, or rather an icebreaker.

Power point:
Nuclear reactor. The reactor is controlled from the turbine room on the last deck.

Armament:
Twin autocannon (automatic loading system)
Torpedo tube (5 torpedoes)
12 anti-ship missiles
Air defense consists of two automatic installations (automatic reloading and aiming)
All weapons are controlled in the warhead on the lower deck.

Specifications:
Maximum speed 40 knots
The icebreaker is equipped with a helipad and a cargo compartment.

I am having trouble making the CIWS actually fire. The rotary guns will track targets and (the barrels) spin, but won't actually shoot.
