Description
Welcome to OBO, the Overall Balance Overhaul, pronounced "oboe" (yes, like the instrument).

OBO is itself split up into many smaller mods to make finding, using, mixing and matching easier for users, and to make updating them easier on my end. Please read the main collection page for more info, as this description will only cover this submod specifically.

This is the PlayerSkills mod, or "Perks" to you and me. It makes a number of balance tweaks to some of the purchaseable perks to make them fit more in line with the larger OBO balance. Usage of this mod with the other OBO mods is recommended, but not required.

RATIONALE: So why make these changes? Let me give you an example; With a certain perk, you permanently take only half splash damage. 50% resistance to splash damage completely breaks some of my enemies that rely almost entirely on splash. You see, there's a certain "sweet spot" that I find is good for every enemy's damage dealt.
So I can either make every enemy deal that sweet spot's damage directly, but then acquiring the perk makes them too easy. Or, I can make them deal twice that sweet spot's damage, so that after the perk's purchase, it deals the "right" amount of damage.
Which is better? With the former, the player will experience my intended game balance until unlocking that perk, and after which, will find things too easy for the remainder of the game. With the latter, the early game will be brutal until unlocking the perk. Thus, this mod sets the splash resistance to something much more reasonable, and more importantly, easier to balance around.

The rest of the altered perks are for similar reasons, and all changes are listed below.

Skill effects,
Resistance to splash damage: 0.5 to 0.9
Fast reload after kill - duration: 5 to 3
Fast reload after kill - reload duration factor: 0.75 to 0.9
Reload boosts fire rate - duration: 5 to X
Reload boosts fire rate - rate of fire factor: 1.5 to 1.1
Low health berserker - damage factor: 1.25 to 1.1
Melee from larger distance - reach factor: 1.25 to X

it will never help and in very rare and fringe scenarios where it will, the player will not even be aware of it

What I'm saying is that I've set certain splash damages to specific breakpoints, such as 34. Even taking 10% off means you could tank four of those to the face instead of three and still barely be alive. While player HP does indeed fluctuate wildly, and at certain times a 10% reduction won't help, but sometimes it will.

breakpoints work when you shoot an enemy that always has a certain number of hp with a weapon that always does a certain amount of damage. player health and armor fluctuates wildly during gameplay so breakpoints on damage to the player make much less sense. the way it is now it's a solid waste of a skillpoint

not to say that serious same needs a skillpoint system in the first place but that's a discussion for another time

I figured a 10% reduction made more sense than literally halving it. My other mod, the one that rebalances enemy stats, makes certain enemies' attacks deal very specific amounts of damage. Taking the splash resist perk, even only at 10%, is enough to cross certain breakpoints and take extra hits before dying.
