Description
You must be annoyed if you play as Czechoslovakia, Tannu Tuva, Romania, Luxembourg etc. you don't have free manpower? Here you have a balanced solution.

Recruitment Campaigns:
-Small Campaign (+50000 manpower -100 political power)
-Medium Campaign (+10000 manpower -150 political power, -5% war support)
-Large Campaign (+250000 manpower -200 political power, -10% war support)
-Massive Campaign (+500000 manpower -300 political power, -15% war support, -5% stability)
-Increase the Recruitment Capacity (+20% recruitable population, -5% war support -250 political power - buff active only for 365 days)
Advisor:
-Recruitment Propagandist (+250 weekly manpower, -150 political power)

Usage policy:
I definitely support the re-usage of this mod into other mods/RP packs if you give me credit (steam page/pinned discussion).
Compability:
This mod works on the newest version (currently WUW Kaiser 1.15.3) and works with all mods. This mod is integrated into Rise of Nations and it should not be enabled with it.

There is a typo in the large campaign effects. It gives -1% war support when it's supposed to give -10%

@bazzy Are you sure you have your mod in your playset as there's no requirement for that. And the mod still works with 1.15.

How do i know if the mod is working? I cant find the decions or the recruitment propaganist do i need to be in war for it to work?
