This mod will work on every version and with any mod!
You must be triggered if you play as Czechoslovakia, Tannu Tuva etc. you don't have free manpower? Here you have a solution.

Manpower Propagandas
-Small Propaganda (+50000 manpower -75 political power)
-Medium Propaganda (+250000 manpower -100 political power)
-Large Propaganda (+500000 manpower -150 political power)
-Massive Propaganda (+1000000 manpower -500 political power)
