Hazardous Reactors + ITA patch

Description
This patch change the following

-Modify tong and fuel rack (remove ITA code since I override the whole fuel system and the rack is preventing radiation leaks) same restrictions apply as to what rod can be contained

Be warned tongs only avoid you geting burned holding the fuel rod, it will NOT prevent it to catch fire after a few seconds

-Changes engineer spawn loadout accordingly

-Hazmat suit have resistance value tweaked

Load both patch and HR mod ABOVE ITA/ITA revival

Not sure. Probably? Makes sense to have all rods as sellable items. Just make them unpurchaseble trough that price modifiers and store availability blocks.

Yep, and that what I was talking about. Fulgrium+Thorium is a so-called Volatile Rod IIRC. Shouldn't your patch have it too?

But some of them do, I just checked: Fulgrium+Thorium and Uranium, those two has <price> tags. I mean in ITA Revived.

Beside uranium rods no rods have a <price> section in their code

ITA doesnt allow to buy/sell fuel rods other than uranium one, at least that what the code say
