Technological catch up

Description
Adds a decision which lets puppets get technology on the same level as their overlords. It removes the problem that released African puppets don’t even know what a destroyer is in 1945.

AI uses it as well.

If you find any bugs or compatibility issues, comment on the page.

Works with mods that change the tech tree aswell

Also works with dynamic tech slots

Hey, I am currently unable to play HOI4 due to my pc being quite old. I will be procuring a new pc this year, most likely during summer.
