Description
Astro's Stellaris Overhaul - Xeno Diplomacy
This mod is intended to make interacting with other empires more interesting.
Note: Should be compatible with virtually any other mod.
Recent Updates
- Updated for 3.13.x Compatibility.
Feature Summary
  • Increased maximum spy network level, effects of infiltration level, spy network max power, and effects of empire sprawl on infiltration.
  • Added a triggered opinion modifier so empires in federations like empires in other federations less (hopefully this causes more federation vs. federation wars).
  • Naval Power counts for less diplomatic weight.
  • Non-ai (player) empires get a diplomatic weight bonus (otherwise you can never do anything in GalCom on Grand Admiral).
  • Increased minimum distance to be diplomatically relevant.
  • Inceased maximum border friction.
  • Reduced Galactic Community cooldowns.
  • Increased max # of favors, and max # favors per resolution.
  • AI is more likely to leave Galactic Community if in breach of multiple resolutions.
  • AI will send trade offers more often.
  • Broken trade deals affect AI opinion more.
  • AI is more aggressive, especially when boxed in.
  • AI is more likely to intervene in wars.
  • AI may claim systems further away.
  • AI won't repeat proposals for 10 years (instead of one year)
  • Added two new espionage operations: Reduce Diplomatic Weight and Destroy Outpost.
  • Added a Coop feature (if there is more than one non-AI Player, the host can force all non-AI Players to start in a federation at the start of the game, unless they're already in a federation, are an overlord, or are a subject).

forgot to mention but I think sprawl should greatly increase vulnerability to espionage and civil wars unless you actively focus on stability and appeasing different factions.

For an espionage operation I'd say either buff smear campaign into something that can actually start wars/break up federations, a new operation that could start a civil war if theres a disgruntled faction in the target empire, or maybe an operation that can cause a war between the target and one of its rivals. Also I think by default federations should require a majority vote for wars instead of a unanimous vote. Thanks for the feedback - I've been working on an idea either using espionage or another subsystem to force more wars. Any ideas anyone has are welcome!

I'm still seeing a lot of games where the AI forms permanent power blocs that don't do much because they need a unanimous vote to declare war. Haven't seen any federation vs federation wars yet, even with another mod I have that adds more war goals.

First, all these overhauls are brilliant, thank you for making them, and keeping them separate is lovely to pick and choose.

Second - quick question; how do the AI intervene in wars? Like existing wars somehow? Or am I misunderstanding the phrase?

@Armiseal: There are no AI enhancements in this mod to make the AI smarter or have a better military or economy; all the aggressiveness and war declaration tweaks do is make it more likely for the AI to declare war IF it already feels like it is strong enough to.

In terms of aggressiveness and war declaration, is it like starnet? Because I'd love to see it. This game lacks frequent wars between AIs and AI-player

The "stop atrocity" and "demilitarise" wargoals would be brilliant.

Stellaris vanilla wargoals of "get more land" and "do a magic regime change that doesnt require any long term occupation/nationbuilding" are the weakest aspect of the game imo.

An additional idea would be a megacorp oriented one like "Demand Treaty Ports" - winning would give you cheaper branch offices on them, maybe a consumer goods buff for you and debuff for them, maybe gives you a deal acceptance modifer on them until the treaty wears out.
