Less level up for DeI

This raises the required xp points to rank up generals, armies, navies and agents. It is based on Kase's "No More General Level Up Spam". Originally with lower values than he did, but then I raised the values a bunch of times, every time I got annoyed by too many useless generals leveling up, so they are quite high now. And unlike Kase's mod, which raised the amount of skill cards you get to up to 5, here all new levels give exactly two skill cards, so I know what to expect and have to click on fewer damn skill cards.
Values were changed proportionally with a spreadsheet.
It's for DeI because there are 4 levels in vanilla, but 8 in DeI. Load this on top.
