NoPOGarrison with less AI money

Description
The official No Public Order Negative from Garrisoning Troops submod for DeI 1.3, but with the free money for the AI turned off.

This affects the money given in PublicOrder.lua. If you want to change the money given in money.lua use this.

The AI only makes decisions based on income, so this kind of doesn't matter.

since i turned the mod off then uninstalled it for your other money mod (without the public order thing) and i still have the po garrison (and i have literally uninstalled then reinstalled the game and it's still not going away)

Specific AI factions still get money boost (Rome, Carthage etc.) you need to adjust the other money script too. In it's current state, this submod makes some of AI factions much stronger than other.

@Caos: The public order script, which is in the NoPOGarrison submod, also gives the AI money each turn. It's quite a lot. If you check in save parser, many AI factions are sitting on like half a million by mid-game.
