Fewer recruitment slots for DeI 1.3

Description
I copied what Kase did in his "1 Turn Recruitment" submod to the files from DeI 1.3. It's not that you can only recruit one unit per turn; on normal difficulty you can recruit 2-3 units per turn per province and buildings don't give extra recruitment slots. So you can pump out fewer units than before, but it's not just 1 unit per turn.
Affects the AI as well.
And of course you can recruit naval units. The other mod seemed to turn them off by giving them 0 recruitment points.

But it seems to cripple the AI from having large enough armies to be much of a challenge.

Warning: This copies entire tables from building_effects_junction, so it will not be compatible with a lot of other mods that change building effects, unless they only add values (because they renamed the table) and then you have to load that mod on top. If you want to make sure they don't conflict, then open the other mod and check that this table is not is in there.

It will not be compatible with other DeI versions, unless you want your city & port building effects to be like in 1.3.
I will most likely not be around to update this, so it will not be up to date when the DeI summer update launches.
None of these tables were affected by the fixpack 1.3a, so this remains compatible.

Surry, I can't. I don't mod Rome 2 any more. You can make such a mod, ask on the DeI Discord for help. You basically just need to set all extra recruitment points to zero for all buildings.

Can you make a Vanilla version of it please?
