Description
Paradox has decided to add an "International Market" in the next update. Despite this, I am still working on this mod for the foreseable future.

Please report any bugs in the comments or in my discord.
the screenshots presented above are obsolete. the new mod uses much better UI.

Welcome to the International Arms Market
This mod will allow you to purchase just about any equipment in the game using civs and political power, as well as sell equipment. This mod also provides some unique decisions and national spirits for minor powers. AI does use this mod as well.

How Does It Work?
1.Spend a small amount of political power to purchase arms from another country.
2.For a period of time, you will use 2-3 civilian factories to pay off the import and wait for your arms to be built. During this period of time, the seller receives the the civilian factories as well as some political power.
3.Once the payment is done, you will receive your factories back, the weapons will be delivered, and gain improved relations and trade influence from the seller.
4. During the payment, the selling country will have less factory output to account for the production of the arms

Countries are less likely to allow you to buy arms from them if
-they are at war
-you are an enemy ideology (democracy, communism, and fascism are all enemies)
-embargoes are being exchanged
-you have poor relations
-wargoals are being justified/exist
-you are Poland or Finland trying to buy from the soviets (i plan on expanding these specific ones in the future)
-you are a chinese country trying to buy from fascist japan (unless you have done the proper focus)


AI has temporarily been disabled, I am working on implementing this in a perfect manner.

List of weapons available for sale:
Equipment
Sellers (WiP)
Infantry Equipment
Support Equipment, Trucks, Armored Cars, Mechanized, Trains
Artillery, AA, AT
Tanks: all types, including some variants and cheaper 'obsolete light tanks'
Planes: fighters, CAS, tactical & heavy bombers, carrier planes, naval bombers, maritime patrols, etc
Submarines, Destroyers, Cruisers, Heavy Cruisers
Convoys will come in a future update.

Other unique decisions for minors are:
Foreign Advisors - Gain boosts to planning, entrenchment, etc.
Obsolete Ship Designs - Gain the technology for coastal defence ships and pre-dreadnought hulls

COMPATIBILITY
-I used "factory donations" for the payment, which is a government-in-exile mechanic. this means without the TFV DLC you might see some issues with payments not appearing.
-Those without the NSB DLC can only import medium and heavy tank 2s. This is a work-around to a code limitation.
-Those without the BBA DLC can only important early/basic plane models. This is a work-around to a code limitation.
-These limits may be further circumvented in a future update to the mod.
-You'll have to test it yourself, but it should be compatible with any mod that doesnt change the tags of majors.

If this mod gains enough interest, I will update it in the future to include more tanks and plane models. I may also add decisions to gain historical tank designs and decisions to license equipment.

all countries already have conditions to become arms exporters. most are generic (hasn't capitulated, doesn't have closed economy, etc) some are specific (doesn't have a limiting treaty, or is Ethiopia with On Our Own spirit)

Making equipment come from the stockpile is a bad idea. the AI does not keep stockpiles of equipment in a manner that works for selling arms. The idea of the mod is to help buy specialized equipment. I don't want the buyer to be limited to buying stuff only available in the seller's stockpile, even if they have the tech available. It just wouldn't work in any way.
Most arms exports pre ww2 were done from factory orders, not military stockpiles. these were mostly private ventures, not paid military aid.

Anyway, the most use of the market is pre-ww2 when the markets begin to close. no one has stockpiles at the start of the game since you need to overcome the initial deficient (looking at you, france)

i also have a sugestion, cant you make the equipment come out of he stockpile instead of the country you are buying from outright "make" those guns for example

Aight btw another question can’t you like when a country sets a certain ammount of conditions be able to become an arms exporter?

IIRC AI usage is turned off as it is almost impossible to balance. When you have the entire commownealth buying weapons from the UK, it leaves the UK with almost no capability to produce arms themselves. on the flip side, it gives them a huge civilian industry.

I do wish to revisit this in the future but this mod is not currently being worked on, I am busy with another major mod that will likely take up all of my time i set aside for coding for at least a year more.

@maximus hey dude, thanks for responding if you feel like you wanna add a new system Id love to see it mod is really good so I’d love to see it expanded take your time man life comes first and I hope you’ll come back to finish the mod up

@testierlime hi, I have lots of college work this month but I'll try to remember to work on that when I get a chance. I had originally removed it because I planned on adding a much better system, but it proved hard to code. I should've just put the old system back in from the get-go. never enjoyable when a dev removes a feature.
