No Spy Freeloaders

Description
This Mod makes it so every civ does not get a free spy when one civ makes it to the Renaissance.

The way to get your first spy is to get to the Renaissance. Nobody gets a freebie because someone else made it to that tech level.

Those freeloaders can earn their own spies.

Removed Gods and Kings Requirement
Ensure you have Gods and Kings OR Brave New World before using.

@dogflower It's very simple very narrow change. It would have a hard time conflicting with anything that doesn't touch the exact same thing. So it's good it's still working.

Balance wise, this mod is probably not great for non-science focused folks, essentially spy stealing is a catchup mechanism to help folks not be stuck losing for the rest of the game because science guy jumped ahead.

Feels wise, this is exactly what I wanted so I made it.

Long story short, in singleplayer its a great mod, in multiplayer it's probably not the best option, as players can essentially be forced to be losing for the rest of the game until they ACTUALLY lose.

Actually makes the game very equal for you and the AI. I love it!

Everytime I outpace some AI they catch up rather quickly by sending me spies like 1000 times, while if I get caught just once its straight to denoucn & war. This mod fixes that...well, at least until they get spies of their own.

So far played about 50+ hours with this mod and community patch, so far no errors or crashes. Everything seems to be working fine. Thank you so much for this amazing mod!

Never got them to pay well together, so i now disabe all spys. Stealing teck is way too easy in vanilla.

If I remember correctly (as it's been a few years) this mod only updates one XML file. Have you uninstalled this one and it works? If so, maybe the "commmmunitas game play enhancements" is changing the same file. Though tbh, that should only be a problem when you first load the mods I would think.

When I load this with the commmmunitas game play enhancements (4 mods) my Civ 5 (with all DLC) is missing the items in the build menu from the city display (like wehn you found your first city). Any one successfully get these to play well with one another?

Oblivion, If you use the teams at the start of the match you should share tech and both get spies. Otherwise you probably dont want to do that anyways because you may lose that friend shortly, or your friend may still steal YOUR tech.
