Restrict high AI buildings

Description
Just a little mod I made for myself because I was annoyed that every city I conquer had level 4 buildings by turn 70. It restricts them to levels 2-3, sometimes 4, depending on culture. Eastern and hellenic cultures can build higher stuff.
So far this is an early version that doesn't adjust what gets blocked according to any criteria. The particular buildings that get blocked are still a work in progress. It only works in turn 1 and you don't have to load the mod after that, but if you have it running one end turn after turn 100, it should remove the restrictions.
This is a big cheat, so I don't expect everyone to like the idea. I'm not even sure I'm going to keep using it myself.
I'm appropriating historical_events.lua, so it won't be compatible with mods that use that file. Run this on top.
