Quick Building Upgrade

Description
When you have a lot of settlements, it becomes annoying to constantly hover over desired upgrade building level.
As there is rarely a choice between what to upgrade, it does bring a question: why is it not in the base game?

seems like such a tiny thing, but my god this mod is so handy. forgot to add it in one campaign, holy crap vanilla province management is so much more tedious

This mod does not crash the game, I have over 200 active and it still works. Do more testing before reporting.
