Description
Enemy agents again won't use offensive skills and AI will put them into armies more often than not. The AI should still be able to use unique actions like warlock bombs, pirate coves, and nurgle plagues. I had stopped these in my TWW2 mod and did not enjoy the loss of fluff or how handicapped it could make the AI.

Player can use all skills still, works with save games so far.

Fund allocations were removed to increase compatibility; TWW3 introduced a better actions priority table that I have modified to further decrease the chances of offensive actions + increase chances of embedding. I also gave them -1000% success chance if somehow they try to assassinate it will not work

Should have high compatibility: If they are still using skills, try putting this higher in load order.

hey Thuynder, i did leave out any kind of cap to maintain as universal a compatibility as possible with other mods. Are the factions that have hero stacks losing ground by chance? i.e they have little to no military recruitment buildings? I usually notice this issue when the AI cannot recruit regular units easily. If you are noticing the hero stacks on large factions with good settlement comps, I can try to reduce the embed priority/chance.

Mod works as advertised! However, AI started to hero-stack in absurd capacities. Makes you realize how truly OP chaos' heroes are with 140 armor out the gate... and how absolutely trash some factions' base heroes are. Easier to kill a bret Damsel without any spells over a Man-At-Arms. Still true with 6 damsels. Lol.

Does the AI respect hero limits like the PC does? Having all these extra heroes pushed into armies makes it a liiittle much. Love the mod tho, I made a version just for me with just the -1000%. AI doesnt respect money limits anyway! (I'm looking at goldtooth with 1.4 million gold right now at turn 40...)

oh hey thats amazing--do you think the script is required for keeping embed priority over anything else? i hadn't dipped into scripting to keep compatability
