The pre-required tech of the buildings is tech_terrestrial_sculpting
If there is something change to the tech in 3.6.0 to let it have issue, please let me know.

The value comes from original author, when I modify the content I had tried to change the cost of the job to use consumer goods same as other specialist...but then I found that may the author is thinking terraform the atmosphere need related pay, which is energy (or food by hive), to use large electricity to terraform the atmosphere seems make sense, so then I keep the design.
I will try to think if any further bonus can this building or job give, by some role play thinking :)
