Ships Need Fuel - No notifications

This is a no-notification version

Makes all non-ai-owned ships or stations need fuel (Energy Cells or Containers) to produce power.

If it cannot find suitable cells or cargo bay, it will use money instead.

If you cannot afford the fuel (no money) then all fuel-less ships get -100% power generation modifier.

Also solar-only ships are excluded from needing fuel.

Currently power costs
1c per 25MWh of power generated

or if you have cargo bay and compatible items:

1 energy cell per 1.20GWh or
1 energy container per 25GWh
