Pop Ratio Rework

Description
A submod for Invictus to rework the pop ratio system.

The first time I noticed the pop ratio problem was when I tried tribal reform: the total manpower decreased instead of increasing after the reform. There was no reason for this to happen, as the freemen provided more manpower than the tribesmen. Then I found that the desired ratio of slaves in settlements was as high as 66%. I find this very unhistorical, and I tend to think that there are some numerical modelling errors behind it.

The "desired ratio" simply represents weights. This means that the effect of the desired ratio modifier becomes less intuitive the further the sum of the amounts from different sources is from 1 - the modifier becomes larger when the sum is less than 1 and smaller when the sum is greater than 1.

I can also understand why the settlement is not preset with an almost full desired ratio like cities(1.1) and metros(0.85). After all, the demographics in tribal and civilised countries should be very different. But the modifier provided by the government type should reflect the nuances of the social structure and can't be too big from the perspective of city balancing. In order for it to significantly change the settlement's population ratio, it is necessary to make the preset desired ratio equally small.

This is because we have so few independent variables, and there are many combinations of buildings, politics and territory rank. So we are faced with overdetermined equations, and the solution must not look good. So we eventually have to give up on the rationality of the settlement ratio.

My work is to add some modifiers to these listed ratios. Some of these may not be reasonable, and I hope knowledgeable people can point out my mistakes.

I see you plan on a law rework. I would love for laws to have more impact. They are so expensive in stability and PP that Id only really change each law one time. The others arent worth it.
