Description
Change your policies on the taxation and levy recruitment within both your own domains and how much you take from vassals. Increasing taxes and conscription on people oh-so-surprisingly annoys them, so you're likely to have to deal with more civil wars if you raise things too high.

Note: I have recently added that increasing taxes/conscription will also damage your prestige, piety or both. For now this is only by a tiny bit because I'm not quite sure what amount would be appropriate.

This is done through the decisions tab. There's a decision that causes the other decisions to appear, one of those decisions being one that makes itself and the others (except the one to re-open them) disappear.

You can also reduce taxes and conscription to improve popular and vassal opinions of you, helping prevent civil wars.

Taxing and conscription on vassals and domains are separate, so you can farm peasant leader generals by treating your own domains terribly without upsetting your vassals. You can also tax and conscript from the lands of different types of vassals differently, so if there's vassals of a certain type you don't mind upsetting or need to keep happy you can act according to that without compromising your position with your other vassals.


Possible future improvements:
- Religion/culture based discriminatory taxation and conscription. Making this work on personally held territory is definitely possible, but would require more complicated things like on_actions applying modifiers to the counties themselves rather than the much more easy-to-do modifiers on rulers.
- Religion/culture based discriminatory taxation/conscription but for vassals. Not sure if possible since the devs at Paradox have yet to bless us modders with modifiers for that or a way to alter taxes/levies from individual vassals other than the contract system.
- Adding ways to mess with holy order and mercenary vassals. As far as I'm aware it's not possible to get these in the game so I haven't bothered adding it, but yeah I can 100% add this if they either actually are and I didn't realise it or there are mods making it possible and I'm asked to add it for the sake of those who play with said mods.

Idk how to actually add a cap for now so that'll have to wait. I've fixed the tribals and added a (for now) tiny prestige malus for taxing and conscripting.

The decision to 'Tax Tribals More' has both Tribal Ruler opinion and taxes from them going up, allowing you to tax them infinitely. Not only will their actual gold not be affected (despite yours rising), but their opinion of you will keep going up by 10 points a pop.

Also, this has revealed there is no actual cap to taxing/conscription in either direction, as the actual resources of the person supposedly providing this obligation do not change. In other words, I can stack 20 instances of More Tribal Taxation, effectively taxing them 200% more than vanilla, which is double what they should be making after their contracts. Yet they continue to make the exact same amount as the moment before you began spamming that Decision.

Less importantly, there is also the issue that the levy decisions all use the gold symbol. This doesn't affect gameplay, as it is still the levies provided that change depending on whether you decide to increase or decrease their levy contributions.
