Less Advanced Barbarians

Description
Barbarian units advance slower than usual, with the exception of unique units in barbarian clans mode. Those units instead get a -10 combat penalty. I haven't been able to figure out how to make unique barbarian units less advanced, so giving them a combat penalty is the best I know how to deal with them being overpowered.

Is there a way to just build a barbarian outpost as one of the civs? I mean, they can crank out battleships without any resources or population. If civs could build those, there'd be no reason to build anything else. FUN!

Thanks for this great mod! No longer will those stupid galleys wreck my early cities.

Btw i only had Rise & Fall, not Gathering Storm. So i had to change the rules to exclude the GS-specific units, and remove the requirement for GS at the top. But it worked perfectly once i did that. (Yes i had to use the mod on Civfanatics, since i don't think you can edit a Steam mod.)

I thought this mod wasn't working after the game updated, but it turns out this mod had just disabled itself.

I have Gathering Storm but no Rise and Fall. Gathering Storm contains all the mechanics of rise and Fall unless some more civ, leaders and wonders.
But your mod says it needs Rise and Fall.
Is it possible to update or made a version where Rise and Fall is not needed?

No it won't disable itself after updating.

I don't see any benefit for that disabled by default setting. I think everyone is pretty much used to have the mods enabled after installing, so new people installing this mod will most likely go play without enabling it.
Also does it disable itself after updates? If so, then it would be very easy to miss that the mod has updated and start a new game without noticing the disabled status.

Just tested, and had no issues with promotions myself. I can't think of anything my mod does that would affect that.

OK, can't seem to give any of my units promotions. Has done this in two games so far (Victoria, Std Island Plates, Prince, no special game modes). Anyone else?
