Description
--This is a rebalancing and standalone version of my Cities of Kings mod, which also removes all mayors at the start of the game, but does not have the historical urge/demense penalty for Tier 3 and Tier 4 cities --

Mayors were a product of the growing bureaucracy of the high middle ages, breaking the "three pillars of society" that had dominated Europe beforehand. This mod assigns every city to their starting liege, though I can't stop the AI from appointing mayors any time they go over their demesne limit (which is slightly appropriate, I suppose), meaning that it is easier to play tall with the aid of several cities.

Only compatible with a new save, now achievement compatible thanks to 1.9

Incompatible with mods that affect the:
common/governments/00_government_types (allowing different governments to hold cities)

Yes, you can create republics as vassals if you give them a city; but a feudal vassal can retract a city under them without issue

With this mod, can you still appoint a mayor if, say, you grant a city barony to a courtier?

There were some changes in 1.13 to 00_government_types.txt (ck_government_types.txt) that broke this mod, one of the primary consequences is that the royal court never triggers. Very easy fix, just copy the contents of 00 into CK and add "valid_holdings = { city_holding }" where applicable.

It shouldn't do too much, it only removes the Mayors on starting a new game; for your existing save, it would just allow you to hold cities

I need to apply changes from the new update; I won't have time for the next week
