Balanced Cavalry Speeds

Description
In Warhammer III, the basic horse cavalry mount type, which is used extensively by Empire but also by Cathay, was changed to be substantially faster than it was in Warhammer II. This change was needed, as these units were too slow to be used in their intended role. However, most other horse cavalry mount types were not updated, making Empire (and Cathay) cavalry too fast relative to factions like High Elves and Bretonnia, which are meant to have faster cavalry for both lore and balance reasons. This small mod is intended to update the other cavalry in the game to be up to the new Warhammer III standard, making horse cavalry for all factions useful while maintaining the proper speed balance between the factions.

With this mod, the minimum (and standard) speed for horse cavalry is now 75, and the full speed hierarchy (including non-horse cavalry), from quickest to slowest goes like this:

Unicorns and Tyrion on Malhandir (95) > Hexwraiths and Wood Elf Glade Riders (94) > Greenskin Wolf cavalry (92) > standard light cavalry (90-92) > Wood Elf Wild Riders (86) > High Elf heavy cavalry and Kislev Winged Lancers (84) > Empire Outriders (84) > Bretonnian heavy cavalry (80) > lightly armored skeletal cavalry (78-80) > Empire Knights of the Blazing Sun, Lizardmen Horned Ones and Greenskin Spider cavalry (78) > Empire heavy cavalry, Cathay heavy cavalry, Blood Knights, heavily armored skeletal cavalry, Kislev Griffon Legion, Slaanehsi Chaos Knights (75) > Greenskin Boar cavalry (72) > standard Chaos Knights (70) > standard Cold One cavalry (66)

Bretonnia:
  • Knights Errant (and RoR), Knights of the Realm (and RoR), Questing Knights (and RoR), Grail Knights: Speed changed from 84 > 80
  • Lord/hero barded warhorse mount: Speed changed from 84 > 80

Cathay:
  • Jade Lancers: Speed changed from 78 > 75 (was 66 pre-IE)
  • Lord/hero Barded Warhorse mount: Speed changed from 78 > 75

Empire:
  • Empire Knights, Reiksguard (and RoR), Knights of Morr, Knights of the Everlasting Light, Stubborn Bulls: Speed changed from 78 > 75 (was 66 pre-IE)
  • Knights of the Blazing Sun: Speed UNCHANGED, still 78 (was 71 pre-IE)
  • Lord/hero Barded Warhorse mount: Speed changed from 78 > 75
  • Acceleration/Deceleration for all Barded Warhorses changed to 5/6 (from 7/7) to keep them in line with other cavalry

Greenskins:
  • All Boar Boys variants: Speed changed from 70 > 72
  • Boar Chariots: Speed changed from 70 > 72
  • Lord/hero Boar/Boar Chariot mounts (including Speenrippa): Speed changed from 70 > 72

High Elves:
High Elves no longer changed by this mod as of 3.1. CA changed their default heavy cavalry speed to match what it was with this mod previously (84).

Tomb Kings:
  • Skeleton Horsemen, Skeleton Horse Archers: Speed changed from 76 > 78
  • Nehekhara Horsemen: Speed changed from 78 > 80 (RoR still 85)
  • Chariots: Speed changed from 74 > 76
  • Lord/hero Skeletal Steed mount: Speed changed from 76 > 78
  • Lord/hero Chariot mount: Speed changed from 74 > 76 (does not affect special chariot mounts of Settra or Arkhan the Black, which both retain 84 speed)

Vampire Coast (Cylostra's faction):
  • Damned Knights (all variants): Speed changed from 75 > 80
  • Damned Paladin: Speed changed from 75 > 80

Vampire Counts:
  • Black Knights: Speed changed from 78 > 80
  • Black Knights w/ Barding (and RoR): Speed changed from 72 > 75
  • Blood Knights: Speed changed from 70 > 75
  • Lord/hero Barded Nightmare mount: Speed changed from 78 > 75
  • Lord/hero Barded Skeletal Steed mount (for Wight Kings): Speed changed from 72 > 75

Warriors of Chaos:
  • Lord/hero Chaos Steed mount: Speed changed from 78 > 70 for Undivided, Khorne, Tzeentch, Nurgle
  • Lord/hero Chaos Steed mount: Speed changed from 83 > 75 for Slaanesh
Note: Warriors of Chaos lord mount changes made to keep generic lord/hero mounts following the same speed rules as their unit counterparts, which is a pattern all other races follow.

Wood Elves:
  • Wild Riders: Speed changed from 85 > 86

Juggernaut Cav like Skullcrushers seem a little OP with 70 Speed, maybe 66? so that Chaos Knights have some advantage?

I don't want to change Cold One speed, as I believe their slowness is balanced around their power. Also, one of the main things that sets Horned Ones above Cold Ones is their enhance speed, and I don't want to lose that difference.

I think the automaton horse being slower makes sense, so I'm not going to change it now, but I'll keep an eye on it.

Mechanical Steeds are a bit of a tricky one, they are currently slower than the armoured warhorse option but IMO should be slightly higher as they are described as being capable of near perfect movement.
