Try setting them to be FORCED instead of common, I believe COMMON means that there is a chance the civilization doesn't start with them.
Some (like turbans) are still missing though, and not sure why.

I can see the head veil at the clothier now, but not the turban.
I think I'll make a discussion/reddit post about it, but I appreciate you taking the time (and making scimitars available!)
