Sorry, I havnt modded or played the game in sometime. I also havnt gotten the new dlc yet either. It may be possible to mod it to work in orbit, but I just simply dont have the answer to that.
It 100% is possible, as far as creating custom code to make items appear via the permits, but custom coding it would be out of my skill level. I simply re-used the existing code for how the normal orbital drops work in my mod.
You may have better luck asking some of the far better modders than myself who have made mods that add permits, as they will likely have the skills to custom fix that issue and turn it into a mod. I wish you the best of luck, perhaps when I come back to modding I may make the attempt if someone else has not!

The fact you made a patch like that, and so quickly, is just awesome and I can't say thank you enough! It does exactly what I'm wanting! I like room requirements for royalty, that I can justify in my head. But the work thing... GET TO WORK, PRINCE, this aint a holiday!
This should fix what you were on the fence about, and I really appreciate your words, though again I am very sorry that this is all I really have to offer you in lieu of merging them / making them compatible. But hopefully this can slightly make up for that :). This should be loaded "AFTER" the VFE empire mod, and it should take affect!
(ps. this doesn't touch room requirements or throne requirements, I left that alone :D)

I didn't test it tbh, but knowing how the work-titles works its really pretty simple. All of the work they wont do is directly under the titles themself.
I've been using your Royalty mods for a while now. The biggest thing that has me on the fence about switching to VFE:Empire is whether the higher titles can still work. I've always loathed that feature of the Royalty stuff and thankfully authors like you provide a way to remove that asinine foolishness. You're trying to survive on a hostile rim world, you don't get the luxury of being snooty about work. >:(
I am very sorry to let you guys down, but unfortunately I simply don't have the modding skills to really integrate my mod as a patch with VFE's Empire mod.
I also made a comment on the nobility enhanced regular version explaining this, but I think its honestly the best to just play with their mod.
It is far more polished and done by well established modders. Perhaps one day, but I don't actively mod this game atm, and I am incredibly inept and have very basic surface knowledge on modding in the first place. I am incredibly proud of how much they did and the empire nobility certainly needed a facelift, and what they have done is just absolutely stunning :).
I do apologize to let you guys down though, but I hope that you guys still have an incredible time with VFE's Empire, I took a look and its breathtaking.
