Decrees cost Bureaucracy

Description
Like the Title says:
Decrees cost Bureaucracy instant of Authority
In the thumbnail you see two examples.

I'm planning to add more decrees in another mod and make it compatible with this mod. Stay up to date.

Update 1:
Changes:

It was too easy to get all decrees early on. With doubled cost now, it will be harder to achieve in early game, but still work with advancing technologies.
Changed Bureaucracy-Costs from 50% ⇾ 100%


Bugfix:

The AI used all decrees ignoring bureaucracy cost and with a huge bureaucracy penalties and tax waste the AI go bankrupt pretty fast.
Added AI check for bureaucracy before considering using decrees.

Known Bugs:
It is actually not possible to use decrees with 0 or less Authority.

@Adil3r, i sadly only can work with the modifiers the game give me and cannot create my own modifers...

@Adil3r, the modifer i use is called "state_bureaucracy_population_base_cost_factor_mult". So i think it is only for the state. There is also a another modifer called "country_bureaucracy_mult". I think this one is for the whole country.

Doesn't this raise the buraucracy cost for the whole country based on your total bur cost, not just for that state?

@Adil3r, if you would pay with authority, than yes. its weaker for big country than for small. But with this reworked system you pay for the ammount of people in the specific state instand for the ammount of states.
