hotfix:

AI still not worked correctly. I now added a "valid" to only allow decrees when the user have more than -10 bureaucracy. It also removes the decree if below -10 bureaucracy.

Update 1:
Changes:

It was too easy to get all decrees early on. With doubled cost now, it will be harder to achieve in early game, but still work with advancing technologies.
Changed Bureaucracy-Costs from 50% ⇾ 100%


Bugfix:

The AI used all decrees ignoring bureaucracy cost and with a huge bureaucracy penalties and tax waste the AI go bankrupt pretty fast.
Added AI check for bureaucracy before considering using decrees.

Known Bugs:
It is actually not possible to use decrees with 0 or less Authority.
