There will probably be some reason for it. Maybe, to have more settle-able territories between states in Belgica and Germanic states. Frisia is highly marshy area, right in between the plains of west Germania and east Belgica.

i played my first Imperator game as Frisia and trust me playing a tribe on marsh, having ports, with settle-able regions around is a bonus.
