A mod to add the the Paradox-fan-favourite 'comet sighted' event to Victoria 3!

The event has a small chance of firing, but will either add a nice bonus to your nation or impose a penalty when it does - depending on who's in power in your country!

Thanks to the kind people in the Victoria 3 Mod Workshop discord for the help understanding Viccy 3's modding system.
