Crime and Punishment, with Mexico

This mod straightens out and enhances the Law and Order sector of the game, for balance and realism.

* New policies: Housekeeping Tax Relief, Fraud Agency, Gun Tax, Street Judges, and The Purge.
* Two policies, Police Weapons and Emergency Curfew, are enhanced versions of the Armed Police and Curfew policies. With lower political capital costs, they are easier to implement. They can be pushed further than the original policies, too.
* Three new situations: Private Security, Police Brutality, and Rural Guerrilla.
* Some self-regulation: Both Vigilante Mobs and Private Security are created from Crime, and decrease Crime.
* Legalizing narcotics _decreases_ Drug Addiction, which represents the _illegal_ drugs. Legal Drug Consumption hits Health hard, though, so legalization also creates some trouble.
* Several new crime-related dilemmas and events.
* One new country: Mexico.
