Totally agree, there HAS to be a policy that can criminalize police brutality.
Also, crime should affect police brutality; lower crime rates should lower police brutality, if my crime rate is through the floor, so should my police brutality.
I guess that was more than one thing! Great mod!

Private security should be affected by the police force (ie the bigger the police force, the smaller private security is, not only because people/firms/communities would feel they didn't need it, but also because they now have to pay more taxes to maintain the larger police force
and vice versa, if you cut the police force entirely, private security would shoot up immediately to fill that void, since people/firms/communities would feel they needed it, and would be able to afford it IF there was an equal tax cut, so crime levels would remain the same after the brief adjustment)
Also the size of the police force should affect police brutality
Perhaps an "Internal Affairs" policy that hurts state employees but hits brutality and corruption hard?

Emergency Curfew has similar effects to the original Curfews policy. One major difference, is that it requires more Political Capital, and can therefore be easily implemented.
As I said, though, this is one of my favorite mods and I am extremely happy that I'm finally able to play it.
Harsh alcohol laws and high alcohol taxes could fix the drinking problem. And for drugs, players should consider to legalize.
