Radiant Asamarume Weapons for UWE Compatibility Patch

This mod makes Radiant Asamarume Weapons by Shirohô compatible with the grade 4 and 5 weapon smiths of Universal Wasteland Expanded [UWE] by TreadLightly77, as well as rebalancing where the various weapon tiers show up, in accordance to the progression system of UWE.

It also merges the research conflict between the two mods, siding with the material requirements of the Radiant mod, while still using the weapon textbooks of UWE.

I also made it so the San grade of weapons can be researched after Edgewalkers II, as it was previously only researchable after Edgewalkers III, which is stronger than the San grade of Asamarume weapons.
