[Dutch] Road builder assets with bikes

Description
This road uses the default Dutch markings from the Road Builder mod and custom Dutch speedlimit signs.

This road has two functions. The middle road is meant as a road for through traffic, while the roads on the side are meant for traffic that has a destination on this road (house or shop...). This way traffic is seperated and through traffic isn't hindered by for example trucks that are resupplying a store.

The roads on the side are used by bikes and cars.

Speedlimit:
Side roads: 30 km/h
Middle road: 50 km/h

This road supports transit stops.
