Report a translation problem
Taylorsville appears to be the main mod at fault. This map caused the error I was seeing before even by itself (with the tile mod enabled of course) so this will likely require the most work.
Fort Boonsbourogh and Louisville Quarentine Zone work fine so long as one does not attempt to spawn there . Trying to start a game using these spawn points will make the game crash, but I have not seen any issue if the player spawns anywhere else.
The remaining maps - Louisville River Marina, Erika's Furniture Store, Louisville Riverboat , and Rosewood Fire Dept in West Point appear to be working fine without any issues.
I also ran my mod-list again with all these enabled (barring Taylorsville) and there was no additional issues. Naturally spawns still do not work for Fort Boon and LVQZ though.

It worked with the above mentioned mod also loaded though, but there's no mention that it is needed either here, or in game.
EDIT
I checked through the console file, and there was a ton of errors referring to the cell 47,4 which this mod changes. An example below:
ERROR: General f:0, t:1751369545593> IsoMetaGrid.load > invalid room metaID #4310171792 in cell 47,4 while reading map_meta.bin.
Not sure where the fault lies though. The issue did not recur when testing just the map (and tiles) mod. Pastebin of Error for reference: https://pastebin.com/Zd3M9NQB
@erika. congrats on the river boat update. looking forward to playing it. two base set up, marina, just a boat or two, and the river boat in Louisville. so i jack all the art from the two museums. well, most of it at least. the decent and movable ones. for a two story floating houseboat, a basement area (smaller) could produce the offset of balance of it wanting to tip from weight. the way i would justify it to myself.
