Faction trait fix for Western Roman Empire

Description
The intention of the game developers was that with each additional non-Roman unit in an army, the upkeep cost would decrease by 2%. So, if we had an army consisting solely of such units, we would reduce its upkeep costs by 38% (Roman general and 19 non-Roman units → 19 * 2% = 38%). Unfortunately, no method was created to count non-Roman units in the army. As a result, this feature was never implemented, but the description of the faction trait remained.

This mod partially fixes that. Since it's impossible to apply a discount per non-Roman unit, I set a flat upkeep discount of 20% for all non-Roman units.

Ok, I decided to reduce the upkeep cost from -2% to -20%.

Mine applies to all non-Roman units. However, I will probably increase the upkeep costs to -10% or -20% to average the effect the developers had in mind.

if you just made the mercenaries units cheaper by x% compared to a regular roman army unit for equivalent upkeep cost, you'd be able to simulate the 2% x N for army by virtue of the average. Not sure if that is easy to implement though.

That was my point mate, semantics. CA seems to have intended to have massive cost reduction for armies that utilize non-roman units, hence the word PER. As in 2% x N cost reduction where N is the number of non-roman units in said army.
Good luck fixing it if they haven't implemented such system for calculation per army.
