Report a translation problem
I'm glad there's a more modern way to fix this, I used the method I mentioned for making pre-smart phone mobile games circa 2006 Photoshop 7 :P

1. File > Export > Save For Web (Legacy)
2. On the right side change it to PNG-24
3. Turn OFF Transparency
You can now change the Matte color (there might be a better way to get to this but this is what I used to do for work)
4. Click on Matte and change it to Black
5. Turn Transparency back ON
6. Save...
As far as I remember the extra white lines around your alpha is it bleeding in from the matte layer. Imagine that when you export a PNG it basically flattens your image against the default matte background and then "cuts away" the transparency with the Alpha layer. So if you have a blue pixel that's 95% opaque, that 5% transparency is gets a little white added as bleed from the matte.
