Description
This is a "Grimdark" version of my "diffrent public order" that makes rebellion more impactfull.

This mod changes the amount of public order penalty the Ai and player receive based on the difficulty level.
All values are still incremental and different for each difficulty levels.

It is meant to emphasize some features and change the way the campaign unfolds (for example rebellions are more present )

Changes to how difficulty affect Public order for Ai and player
Even if in vanilla WH3 there is no bonuses for the Ai (contrary to WH2) it's still too high for public order buildings or other stuff like that to be meaningfull for the AI. So I changed that and I changed the handicap curve for the player.
ALL values are higher than with the original mod.

Values for the player changed from (vanilla / modded) : 1, 0, -2 , -4, -8 to 0, -3, -6, -9, -12
Values for the Ai changed from :0, 0, 0 ,0, 0 to 0, -3, -6, -9, -12

Expect many rebellions wich could mean more factions ressurecting, the need to build more public order buildings or heroes to mitigate this.

Consequence of city occupation
in vanilla WH3 occupying a city has a negtive public order effect but on higher difficulties the vanilla bonus to the AI almost negates that (and the player has no handicap nor bonus). This mod changes that. The player will also have a bigger penalty at higher difficulties.

Values for the player changed from : 0, 0, 0, 0, 0 to 30 15 0 -15 -30 (occupation public order penalty reduc by X %)
Values for the Ai changed from : 10 40 50 60 70 to -30 -15 0 15 30

Compatibility
Compatible with most mods (but may overwrite or be overwritten by mods modifying the same things)
Should be save game compatible but it is recommended to start a new campaign for the "full experience"

Is this mod compatible with any mod(s) that nerfs the quality of units that rebellion factions get?

updated for 5.1, No change. "Dave" (the official modding tool) is working weirdly for me right now so i had to rely on external tools only (i normaly check if datas are coherent by using both the official and an external tool). Please report any problem you may encounter (caused by this mod).
