No Council Agenda Penalties

Description
This mod works for all Stellaris versions newer than 3.8!
The Launcher may say that your version is not supported but this most likely is wrong.
I just got tired to reupload all my mods with changed "supported_version" numbers after every patch.

Removes the council agenda penalty!
(There seems to be a penalty on the council agenda costs when you are over your empire size cap)

My other mods:
No need to care about district numbers:
No District Research Penalty

You can remove the whole research penalty here:
No Research Penalties

Don't want to bother about tradition costs anymore?
No Tradition Penalties

Cut the research penalty in (nearly) half:
Half Research Penalty

You can scale the research speed with your empire size:
Overall Research Improve

Does this Mod apply to AI?
As far as I know: Yes

Mod compatibility?
With all mods that don't alter this line:

To be honest I dont know how they work xD
But I found it in the "defines" file, named "EMPIRE_SIZE_COUNCIL_AGENDA_COST_PENALTY" and thought I'd create a mod as precaution.
