this mod changes the requirements on some of the diplomatic options added by the iberian struggle to be used anywhere, since some of them were interesting and it didnt make sense to have them region locked arbitrarily
actions unlocked:
forment revolt
contract assistance
request contract assistance
bargain fealty (if a ruler is in a defensive war, they can offer to swear fealty to a higher ranking nearby ruler in exchange for assistance, but its conditions were so obscure it was almost never used even in the iberian struggle)
