You should fix it into NUMERIC_VERSION
You can add this, so that they can make bronze as well:

Also I'm not sure if this is an actual tag for entities or not:
[PERMITTED_JOB:FORGE_WEAPON]
[PERMITTED_JOB:FORGE_ARMOR]
This would make more sense, not that it really matters unless you are playing as the elven civ in fortress mode.
[PERMITTED_JOB:WEAPONSMITH]
[PERMITTED_JOB:ARMORER]
I think Elf society will still need to be able to have MINE and FURNACE_OPERATOR jobs, and I'm not sure how to restrict which metals a civilization has access to, but that would be something extra neat to add to an update to the mod.
