BuildCostPlus - Easier Atmospheric Thrusters

Hi again.
This is the same as My Other Mod Of the Same name
But it removes the Metal grid restriction of the Thrusters.

I found it weird that Atmo thrusters needed Metal grids but the Ion Thrusters did not.
So I yeeted them into space. Don't need em.

Features the same Low production costs as the last mod, but with the no Metal grid costs on Atmospheric Thrusters.
