I have not seen this or any wonder behaves like this. Could be an in-game glitch. Have you tried other wonders that behave like this? I suppose you could also try save and reload the game to see if the graphical glitch disappears.
This is going too long. If the previous comment did not explain my decision clear enough, then I will cut it short:
I am not going to make changes until Mercenary Game Mode comes out. Spare me the lecture.
I need this wonder to be unlocked at Renaissance, by technology or civic (so if a Renaissance civic fits, I might change it).
If you insist to know the reasons, then here are the spoilers:
1. Mercenary Game Mode.
- Ronin are designed to fight on par with firearms mercenary units (and musketeers). Unlocking Osaka Castle too early would be problematic.
2. Japanese castles wonder
- I intend to make more Japanese castles from the Sengoku period (approx. 1467 - 1590), and my plan was to unlock them at the same tech or civic.
I hope this could explain my decision clear enough.
