I have not seen this or any wonder behaves like this. Could be an in-game glitch. Have you tried other wonders that behave like this? I suppose you could also try save and reload the game to see if the graphical glitch disappears.
This is going too long. If the previous comment did not explain my decision clear enough, then I will cut it short:
I am not going to make changes until Mercenary Game Mode comes out. Spare me the lecture.
I need this wonder to be unlocked at Renaissance, by technology or civic (so if a Renaissance civic fits, I might change it).
If you insist to know the reasons, then here are the spoilers:
1. Mercenary Game Mode.
- Ronin are designed to fight on par with firearms mercenary units (and musketeers). Unlocking Osaka Castle too early would be problematic.
2. Japanese castles wonder
- I intend to make more Japanese castles from the Sengoku period (approx. 1467 - 1590), and my plan was to unlock them at the same tech or civic.
I hope this could explain my decision clear enough.
Yes, I have considered Castles and Mercenaries, but I need this wonder to be unlocked in Renaissance Era, by tech or civic.
I might adjust the unlock requirement and/or ronin abilities when Mercenary Game Mode comes out.
Osaka Castle can be built on flat tiles, hills or floodplains.
And i play with Great Sovereigns MOD, i would give it compatibility with that mod to provide 1 Great Person Point of Sovereign (like it does with Alhambra.

You mentioned Mercenaries... and there is a "Mercenaries CIVIC", comes Late Medieval (same as Alhambra which you have taken inspiration from clearly, just it is in the Civic Tree not the Tech Tree.) Sort of seems perfect for it! To make it even better it requires Feudalism (where Japan gets Samurai), and you don't need a ton of other Civics either, you just need the Late Classical, Military Training CIVIC. (There is also no wonder there.)
That's my suggestion.
Last thing, does the Wonder provide any kind of Great People Points? If not, maybe it could provide 1 Merchant 1 General point each (similar to Alhambra.)
1. Osaka Castle has no district and building requirement.
2. Ronins do not cost strategic resources.
3. Ronins have no maintenance cost.
4. I did not set Ronins to forbid corps and armies, so they should be able to purchase Ronins directly with Military Academy.
5. Ronins have 3 Movement and 2 sight.
6. Ronins upgrade to Line Infantry.
Ronins are designed to have the same strength as samurais, with the +10 combat strength against stronger units (representing the Defense of Osaka Castle).
I can't find a suitable Renaissance civic for Osaka Castle, but I may change the tech requirement to a civic requirement when the Mercenary Game Mode comes out, and change the ronin ability similar to other merc units.
It goes with the "Mercenary theme" and it's not a lot of Gold (or it could be Faith I suppose.)
I just think it needs more, because other players like Spain can get a 58 strength unit at that same tech, and quickly buy an upgrade of a unit to get the 58 strength the same turn. Where as, to get the Ronin you have to have more build an expensive wonder first, and it isn't a tech you can really "rush."
I assume, because it wasn't stated, that there is not District/Building requirement before building (unlike Alhambra?)
Do they require Niter to buy more of them (after the 5 free Units?)
Do purchases of more units have a gold maintenance cost to them (assuming the 5 free Units would not?)
Assuming you can combine into Corps & Armies.., but Can you buy Corps & Armies of them, once available?
I see a 3 Movement, is the Site Range a basic 2?
Can you upgrade these units later to Line Infantry or Infantry?
Thanks for your feedback. About the requirements, I just couldnt find any suitable Renaissance civic suiting Osaka Castle. That said, this wonder is designed for the proposed Mercenary Game Mode, and I might change the wonder effects and requirements accordingly when that game mode comes out.
