No Minister Penalties

Description
Removes the penalties for not having the three base council positions, allowing you to swap them out for others if you wish.

Built for 3.11, though should never require an update.
Compatible with every mod (it's just three lines in the defines).
No achievements.

Update: Version for 4.0, still no code change required.

Yes. In future you can test it by firing the relevant ministers as soon as you start the game (I think)

This is really useful in modded games with a lot of council options. 2 locked in was fine but having 3 be near-required felt incredibly restrictive.

Literally just was playing around with the idea of not having the basic positions as I have several mods that add desirable councilor positions (think +50 ship experience per level of a commander, like that level of good), but I didn't want to deal with the penalties of not taking those positions, as they're very harsh for no reason. Then I found this mod. Thanks for making it!

Yes, I hate it when I have to fix three basic positions when using mod posts, or I will be penalized

Huh, I didn't even know there were penalties, I've never NOT had the base three. Cool mod, now I can try to actually use all the options added by civics, as I'm using a mod that gives 4 civics. Thanks!
