Guilli's Planet Modifers and the 3.14 should be at the top of the mod load order, while Ethics and Civics Classic should be near the bottom of the list, above only patch mods and a handful of other exceptions. make sure this mod is beneath Ethics and Civics Classic but above patch mods like Universal Resource Patch and The Merger of Rules
