inside the vpk there's a scripts folder, that's where i extract them from
the only changes i make are to the scripts are to damage, cycle time (rate of fire), clip size, ammo type (reserve ammo), firing spread (while moving, shooting and jumping)

it's kinda outdated but it explains the meaning of the lines in the text files way better
why? because hud icons were part of the weapon script file, and if you wanted to include a hud icon in your weapon model you had to edit the script, wich is not the case anymore, but some ppl that make scripts use a different method that does change the custom hud icon of a weapon mod to the default one, why and how? i'm not exactly sure but you can ask them
