This mod works great in combination with the expensive agents mod, link:

It makes AI not being able to use offensive agents. You can still put them in armies and to buff provinces.

Still only have ten agents. Makes it impossible to protect my armies from foreign agents and counteracting foreign influence in my provinces.

Will this affect AI as well? like them having 10 spies roaming at you?

unlimited... you mean no recruitment limit/restrictions right? cause there's a hard limit of 10 for all agents in the game files that cant be changed regardless of mods, so its not exactly unlimited anything

so im downloading some mods. but for some reason when i start a new game the mods dont activate i dont know what im doing wrong

Beware : With this mod activated, I got the missing texture bug immediately (no head or grey faces etc). I've made test, i'm sure it is this one.

Works with some campaigns, but not the newer ones (Empire Divided, for example).
