Anyone having problems, do keep this in mind, and check for any mods that may add a lot of items too. I myself got this to work by doing a thorough mod cleanup, getting rid of mods that added stuff I did not need (like tiles mods for maps I did not use) and mods that also added a lot of items (like this one add-on for TrueMusic that adds over 2000 tracks, or some of the vehicle mods like for example KI5's vehicle collection where each vehicle may have multiple new items). You can see what mods (modID) are adding the most items in the file "WorldDictionaryLog.lua", located in your save's folder at "%USERNAME%\Zomboid\Saves\Sandbox\"
I may need to actually make a new save with just this mod and then slowly load the rest (I am getting some flash backs to Skyrim
Wish I could help out more than just doing all this pointing out stuff, but combing out through my literal hundreds of mods with no lead to where the issue may be, because the game's logs are useless, would take days
