If you can pull this out somehow, it would be awesome, but I have seen communities drop dead from zombie sieges because they ran out of ammo and were not restocking from nearby buildings. When I have visited their defeated camps, I found hundreds of arrows and pistol ammo inside the buildings.
W/o AI routine to go for restock to a nearby building added by Bob, spawning ammo on game load seems like a best temporary solution.
For example, at the start of the story the FEMA patrol needs to take out the white strain from the start, and if they run out of ammo, the event stalls there.
so the question about the ammo working question is a pointless question atm.
im using your mod in my actual playthrough and i saw this all happening.
i think BOB lost his view about the importance of some things after his 4y long developement and keeps working on pointless things instead that doesnt really improve the quality of this game.
